Irish Prime Minister Michael Martin apologized for the role of the state in Roman Catholic Church-run homes for unmarried mothers and their children. The so-called mother-and-child homes have become notorious in Ireland for their brutal conditions and allegations of abuse. A government-commissioned report found that child mortality in the facilities was 15 percent and emotional abuse was widespread.
