The group is only just beginning to work out the details of what a Trumpified Contract might look like. But it is likely that there is an “America First” approach to politics for everything from trade to immigration. The source described it as “a political priority for 2022 and beyond”.
Its construction was teased and talked about it for weeks, but the fact that directors are starting to put it together underscores Trump’s continued interest in shaping the Republican Party – beyond endorsing it, holding rallies, and raising funds before the midterm elections. It also suggests that Trump still feels the need to move the party in his direction, at least intellectually.
Detailed political planks have never been the most notable feature of Trump’s political appeal, nor has he regularly implemented promised political initiatives. So it remains to be seen how comprehensive the updated contract will be, if any is issued at all. Gingrich, who co-wrote the “Treaty with America” with former Congressman Dick Armey, said it was unlikely to debut “anytime soon.” When asked what should be included in a Republican agenda for 2022, Gingrich outlined a list of possible priorities.
“It should be positive,” said Gingrich. “The choice of school, the teaching of American history, the abolition of the” 1619 Project, “the elimination of critical racial theory, and what the Texan legislature is doing. We should say,” Bring it on. “
Gingrich said it shouldn’t be expected before the midterm elections because “the world is constantly changing and developing”.
The original “Treaty with America” was credited with helping Republicans win their first majority in four decades after winning 52 House seats and nine Senate seats in 1994. Republicans have since used it as a template for elections. In 2010 the so-called Republican Young Guns, led by MPs Eric Cantor, Paul Ryan and Kevin McCarthy, introduced a much longer version of Gingrich’s contract with a 224-page publication setting out the political objectives before the mid-term elections. And Graham, who was one of the signatories to the treaty when he first ran for a seat in the House of Representatives in 1994, has often spoken out in favor of Republicans making treaty declarations to unite the party during the election years.
Since leaving the White House, Trump has mostly focused on the past – voicing his complaints about the 2020 election, comparing cable TV ratings from his tenure to today, public recognition for his administration’s work on the vaccines challenged and attacked Republicans who voted for his impeachment after the January 6th riot on Capitol Hill. He has made few public appearances, and in private speeches, donors say he continues to focus on his complaints about the last election.
Even so, Trump’s advisors say he is invested in the Republican Party’s success in the next midterm elections. Republicans must have at least five seats in the House of Representatives and one Senate seat to change power in the respective chambers. Although the interim periods are well over a year away, Trump has made notes and met with candidates who wish to receive his blessings, and his private clubs in Florida and New Jersey are collecting epicentres with a steady stream of deep-pocket donors .
A Trump spokesman did not respond to a request for comment.
The 1994 “Treaty with America” contained 10 government reform bills that Republicans wanted to introduce at the next Congress that focused on welfare reform, crime reform, and taxes. Trump is not known for his allegiance to conservative ideas. While in office he pursued an agenda of deregulation and passed a tax cut package, he also increased spending, did business on immigration and gun control, refused to touch claims, and pursued criminal justice reform. His predilection for entertaining democratic ideas was often curbed by conservatives in his White House; which in turn greatly frustrated the Hill Democrats, who labeled him an unreliable negotiator.
But Trump has proven useful to have a political platform. In the month leading up to his 2016 election, his campaign revealed his own version of Gingrich’s treaty, the “Treaty with the American Voter”. In it, Trump promised to take 28 actions in his first 100 days in office.
Trump managed to meet some of his original immigration, trade, and tax goals. However, only a fraction of its proposed measures have been implemented. And by 2020, the Republican Party hasn’t even bothered to introduce a new platform at its Congress.
